  1. As Governor-General
  2. The Office of Administrator of the Government was created upon the death of the Governor-General and every person in the gubernatorial line of succession. The United States Federal Council, meeting in emergency session, unanimously appointed Tom Kirkman of Arizona, previously the Arizona Secretary of Housing and Urban Development to be the Administrator of the Government until such time as a Governor-General would be elected and qualified.
  3. The Office of Administrator of the Government was abolished upon the resumption of regular elections and an actual Governor-General was elected and qualified. Tom Kirkman was elected in his own right as the second Governor-General of the United States in the 1724 Federal Election and was sworn in on 4 March of the following year.
