The United States of North Aegea are a constitutional republican Union and Confederacy of eighteen sovereign, self-governing States. Since the United States were formed from an earlier collection of several States, the Union and Confederacy has a Federal constitution, or more accurately, a Fœderal constitution, in which the States are the plenary Sovereigns and retain all Powers and Competence they have not expressly delegated –delegated, but not surrendered— to the United States, their Federal head.

Federalism is one of the entrenched constitutional principles of the United States. According to the Treaty Establishing a Constitution for the United States, the Basic Law of the Union and Confederacy, some Powers, such as those relative to the postal Service and foreign Trade, come exclusively within the Competence of the Union (e.g., the Federal head), while all Powers not expressly delegated by the States to the Union are reserved exclusively to the States, to be exclusively by them exercised. However, some Powers, such as Taxation, foreign Affairs, and militia and military Affairs, are concurrent to the Union and the States. For example, the Union and the States have Power to make Treaties with foreign States, but only insofar as relates to their respective Powers and Competence: In making Treaties with foreign States, the Union can only make Treaties relative to its enumerated Powers; and the States can make Treaties with foreign States relative to their reserved Powers. Another example is militia and military affairs, in which the Union can call the State militias into the service of the United States to repel invasion or suppress insurrection, but only the States have the Power to conscript. As to the taxing Power, the States may lay and collect Taxes, from whatever source derived; but at the Federal-level the same Power is more restrained: The Federal taxing Power is limited to sale Taxes, customs duties, and tariffs. The States defend their interests at the Federal-level (and participate in the Federal-level governance of the Union) through the United States Senate, the upper house of the United States Congress —The Senators from each State are appointed by (and are responsible to) the Government thereof: In and for each State, the chief Executive thereof nominates and, by and with the Advice and Consent of the least numerous Branch (e.g., the upper house) of the State Legislature, appoints the Senators of that State.
