The United States Office of Civil Defense (US/OCD) is a federal agency of the United States Government that is responsible for Union-level civil defense planning and disaster response. US/OCD regularly coordinates with State OEMs[1], with State-level OEMs being the leading agencies and US/OCD assisting and supporting State-level OEMs.
