The Oregon Territorial Legislature is the legislature of the Oregon Territory. The Territorial Legislature is bicameral, consisting of an upper house, the 72-member Oregon Legislative Council; and a lower house, the 120-member Oregon House of Representatives. Only the lower house of the Territorial Legislature (the House of Representatives) is directly- and popularly-elected by the Electorate of Oregon; the Members of the Legislative Council are chosen by the Governor on a County-basis, in which Council seats are apportioned among the Counties based on population, with between one and three Councillors being chosen from each County by the Governor, with the actual apportionment based on population: More populous Counties are entitled to more Councillors; however, each County is entitled to at least one Councillor. The Term of Councillor is six Years, while that of Representative is two; and one-third of the Seats in the Council (24 Seats) are filled by appointment every two Years, while the entirety of the 120 Seats of the House of Representatives are filled biennially.
