State of Alaska | Executive Department[edit | edit source]

The Alaska State Executive is the executive branch of the Alaska State Government. Headed by the Governor of Alaska, the primary organ of the Executive is the Alaska State Council, which is the name by which the State cabinet is styled. The Alaska State Council is composed of the Governor, as president and chair, the Lieutenant-Governor of Alaska (as deputy president and vice chair), and the sixteen State executive departments. The Governor chairs meetings of the State Council, and as chief Executive he makes all final decisions. If the Governor is incapacitated, killed, absent from the State, or otherwise unable to execute the Powers and Duties of his Office, the Lieutenant-Governor deputizes in his stead for the duration of the disability, including chairing meetings of the Alaska State Council.

The Alaska State Council is the equivalent of a cabinet or executive council in other countries; and the Governor of Alaska, as chairman and president of the Alaska State Council, is the Head of the Alaska State Executive Department.

The Governor is Alaska’s head of State and head of Government, and, as such, he is both the chief public Representative of the State and the head of the Alaska State Executive Department (the executive branch of the Alaska State Government); all executive Power of the State of Alaska is vested in the Office of Governor. In addition, the Governor is also the Commander-in-Chief of the Alaska State Guard; Commander-in-Chief of the Alaska State Troopers; and, during Emergencies and other extra-ordinary Situations, has the Authority to exercise personal Command and Control of and over any or all borough Sheriff’s Offices, municipal Police departments, and special-Purpose and any or all other law enforcement Agencies established under the Constitution and Laws of the State. The primary Responsibilities of the Governor are to—

  1. Preserve, protect, defend, and guarantee the State Constitution and the entire System of Alaska’s constitutional Law;
  2. Lead the Alaska State Executive Department; chair and preside over the Alaska State Council; and supervise and superintend all Agencies and Offices within the Alaska State Executive Department;
  3. Ensure that all State laws are duly and diligently enforced (provided they are not unconstitutional);
  4. Ensure that the Charters, Ordinances, and Regulations of the various political Subdivisions of Alaska[1] are in full compliance with the Constitution and Laws of Alaska;
  5. Preserve, protect, and maintain the Peace, Order, and good Government (“POGG”) of the State, and in like Manner the public Health, Safety, Welfare, and Morals of the People;
  6. Preserve, protect, and defend, against all Enemies, foreign and domestic, the territorial Integrity of the State; and in like Manner the Freedom, Independence, Sovereignty, and Security of Alaska;
  7. Preserve, protect, and defend the individual Liberty of all Alaskans;
  8. Accredit Alaska’s high Commissioners and Ambassadors; and receive Ambassadors from foreign States;
  9. Issue Alaska passports;
  10. Bestow State awards and honors;—And
  11. Perform other Duties as may be prescribed by Law.

Assisted and advised by the Heads of the various executive Departments and Agencies, the Governor ensures that the Law is duly and diligently enforced throughout the State, and guarantees to every Person within Alaska the equal protection of those Laws.
