The Federal Cabinet of the United States (also known as the FedCab) is the executive council, functionally equivalent to a cabinet, composed of the Governor-General of the United States and the most-senior appointed Officers of the Federal Executive of the United States[a] who are generally the heads of the federal executive Departments and other executive Agencies with Cabinet-level status.
The Governor-General nominates and, by and with the Advice and Consent of the Senate, appoints all Members of the Cabinet. If the Senate consent to the Governor-General’s nomination, then the nominee is sworn in and begins his duties. Composed of the Federal Executive’s senior-most officials, Members of the Cabinet serve at the pleasure of the Governor-General.
The Federal Cabinet is composed of the Governor-General of the United States (as president and chairman) and the Heads of the eight federal executive Departments, namely the departments of State & Foreign Affairs, Attorney-General, Public Safety & Civil Defense, Military & Naval Affairs, Treasury, Interior, Administration, and the Post Office.
Other than the United States Attorney-General (head of the Department of the Attorney-General) and the United States Postmaster-General (head of the Department of the Post Office), the heads of departments receive the title, “United States Secretary for (department portfolio)” —for example, the head of the “United States Department of Military & Naval Affairs” is the “United States Secretary for Military & Naval Affairs”.

The Governor-General of the United States is the Federal head of government of the United States. The Office of Governor-General is an indirectly-elected Post, by which the Governor-General is formally chosen by an electoral college consisting of a Number of Electors from each State chosen by the Voters thereof, with the Number of Electors to which each State is entitled being equal to its Representation in both Houses of Congress.
As, except where the United States Constitution directs otherwise, all executive Power of the United States (the Union) is vested in the Governor-General, the person holding this Office is the head of the Federal Executive Department; and all employees of the executive Department serve at his pleasure.
Article II-C of the United States Constitution vests the executive power of the United States in the Governor-General. However, in practice, the Governor-General delegates authority to exercise this Power to his subordinates; that is to say the Heads of Departments, federal executive Agencies, and, most importantly, to the States. Article II-C also establishes that the Governor-General shall be assisted by a Federal Cabinet (FedCab) which is composed of the Heads of the principal executive Departments and the FedCab-level Officers. The Governor-General is president of the Federal Cabinet.
The United States Federal Government does not have a post for lieutenant governor-general. Instead, the Federal Constitution prescribes that, “[i]n Case of the Removal of the Governor-General from Office, or of his Death, Resignation, or Absence from the United States, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the President of the Senate”[1] —In other words, as the Governor-General’s lieutenant, whenever the Governor-General is unable to exercise the Powers and Duties of his Office, the President of the Senate is to exercise the Powers and Duties of the Office of Governor-General as Governor-General pro Tempore[2] “until the Disability be removed, or a Governor-General shall be elected and qualified”.[1] The President of the Senate, therefore, performs an equivalent role to that of a Lieutenant Governor in United States politics.

The Department of State and Foreign Affairs is an executive department of the U.S. Federal government responsible for the Union’s foreign policy and international relations. The Department is also responsible for the Union’s intergovernmental relations, that is relations with the respective States that comprise the Union. In its function relative to the former, the Department of State and Foreign Affairs is equivalent to the ministry of foreign affairs of other nations, and in this capacity its primary duties are advising the U.S. Governor-General, administering diplomatic missions, negotiating international treaties and agreements, and representing the U.S. at the United Nations. In its functions relative to the latter, the Department of State and Foreign Affairs is equivalent to the ministry of intergovernmental affairs that may be found in some federal or quasi-federal nations; and in this capacity its primary duties are advising the U.S. Governor-General on Federal government matters that may affect the States, in and for each State representing the Governor-General to the State Governor, administering the various United States Offices in each of the twenty-eight States, negotiating intergovernmental treaties and agreements with the various States, representing the Governor-General at the certain configurations of the Federal Council, and representing the States severally at the United Nations. The Department is headquartered in the XXXX Building, in the Fort Mason neighborhood of the Fœderal Capital Territory; “Fort Mason” is thus sometimes used as a metonym.
The Department of State and Foreign Affairs is headed by an United States Secretary for State and Foreign Affairs, usually shortened as “Secretary of State”, and sometimes referred to as the “Secretary-General of the United States”, who is the “the principal assistant to the Governor-General in all matters relating to the Department of State and Foreign Affairs.”

The Department of the Attorney-General is a Department of the United States Federal Executive, responsible for interpreting the United States Constitution and Federal Law in the form of Attorney-General Opinions, which have the force of Law unless and until reversed, either by the Supreme Court, or by the Judicial Committee of the Federal Council; and serving as the legal counsel for the Government of the United States. Other responsibilities of the Department include monitoring State-enforcement of Federal Law, advising States on Matters relative to enforcing Federal Law, and representing the United States in the U.S. Federal Court, the U.S. Supreme Court, and also in the Courts of the various States whenever there arises a question of Federal Law, or the United States Government (or an officer or employee thereof) has an interest or is otherwise a Party.
The Attorney-General is the “the principal assistant to the Governor-General in all matters relating to Federal Law and the Department of the Attorney-General,” and mainly serves as the legal counsel to the Federal Executive and the various Branches, Departments, Agencies, and Offices thereof. In addition, the head of the Department, the Attorney-General of the United States, represents the Federal Government before the Supreme Court, and occasionally in State-level Courts in Causes (Cases) involving federal Officers or Questions of Federal law. However, in most Cases arising in a State-level Court that involves the United States, or an Officer thereof, or a Federal-question, the General Government is usually represented in Court by the U.S. Attorney in and for that State, or his deputy. The Department, by Law, also monitors the States in their enforcement of Union (Federal) law, including their prosecuting of violations of Federal law; and regularly offers nonbinding guidance to State attorneys-general on Matters relative to their State’s enforcement of Union law.

The Department of Public Safety and Civil Defense is the department of the United States Federal Executive with responsibility for protecting the United States and their respective peoples from external and interstate threats; and also responsible for the United States’ (federal) domestic and foreign Intelligence and counterterrorism Efforts. However, under the United States Constitution, most federal Intelligence and other Federal public safety Agencies, their Officers and Employees, are forbidden from carrying Weapons as part of their Duties while within the United States, and, likewise, the Officers of most of those Agencies are further prohibited from arresting or detaining Persons: Instead, the majority of Federal Intelligence and Federal public safety Agencies may only collect Intelligence, Investigate, and Observe; and then forward their findings and recommendations to State-level law Enforcement and State/Federal Prosecutors.
The Department of Public Safety and Civil Defense is headed by an United States Secretary for Public Safety and Civil Defense, sometimes referred to as the “Sheriff-General of the United States”, who is the “the principal assistant to the Governor-General in all matters relating to the Department of Public Safety and Civil Defense.”
