Politics[edit | edit source]
The USKO's political system is based on four principal organs: the Parliament of Kobol (legislative), the Peace Council (security), the Government of Kobol (executive), and the Kobol Court of Justice (judicial).
The Parliament of Kobol consists of three houses: the Council of States which has ? counciliators (one from each sovereign states) who are elected or appointed under a system determined by each sovereign state, the General Assembly, which consists of 1,500 members who are elected under a system of proportional representation, depending on the population of each sovereign states of Kobol, and the Senate, which consists of 750 members who are elected by Schwartzberg's weighted voting system.
The General Assembly, Council of States and Senate are equal partners in the legislative process — legislation cannot be enacted without the consent of the three chambers.
The Government of Kobol is the executive body of the United States of Kobol and is responsible for proposing legislation, implementing decisions and day-to-day running of the USK. The government is lead by the President of Kobol who appoints the members of the Cabinet (subject to Senate approval) and other officers, who administer and enforce Kobol laws and policies. The President is an unofficial position (often referred to as President-in-Office) held by the head of state or government of the member state holding the semiannually rotating Presidency of the United States of Kobol at any given time.
The Peace Council is charged with the maintenance of international peace and security. Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action through Peace Council resolutions. The Peace Council consists of fifteen members. Its members are elected on a regional basis to serve two-year terms. The body's presidency rotates monthly between its members. Peace Council resolutions are typically enforced by USK peacekeepers which are funded as aprt of the USK budget, or by the Kobol Armed Forces, military forces voluntarily provided by member states and funded independently of the main USK budget.
The Kobol Court of Justice is the primary judicial branch of the United States of Kobol. Its main functions are to settle legal disputes submitted to it by states and to provide advisory opinions on legal questions submitted to it by duly authorized international branches, agencies, and the Parliament of Kobol. The KCJ has juristiction in two types of cases: contentious issues between states in which the court produces binding rulings between states that agree, or have previously agreed, to submit to the ruling of the court; and advisory opinions, which provide reasoned, but non-binding, rulings on properly submitted questions of international law, usually at the request of the Parliament of Kobol. Advisory opinions do not have to concern particular controversies between states, though they often do.
