The New Mexico Department of State and External Relations (NMDoSEM), often referred to as the Department of State as well as the State Department, is the New Mexico state executive department responsible for international relations of the State of New Mexico, equivalent to the foreign ministry of other countries. In addition to its role as a foreign ministry, the Department of State is also responsible for overseeing all elections in New Mexico, acting as the custodian of all State property, including State records and archives, and XXXX. The Department was created in 1723 and was the first executive department established under the new (1722) State Constitution.
The Department is headquartered in the New Mexico Department of State and External Relations Building located at 401 West Washington Street, a few blocks away from the New Mexico State Capitol in the Central City neighborhood of Santa Fe, New Mexico. The Department operates the diplomatic missions of the State of New Mexico abroad and is responsible for implementing the foreign policy of the State of New Mexico, including the Common Foreign Policy of the United States, and New Mexico diplomatic efforts. The Department is also the depositary for more than 200 multilateral treaties.
The Department is led by the Secretary of the Department of State and External Relations, more commonly known as the “Secretary of State”, who is nominated and, by and with the Advice and Consent of the State Senate, is appointed by the Governor, and is a member of the Cabinet. The current Secretary of State and External Relations is AABB. The Secretary of State is the first Cabinet official in the order of precedence and second in the gubernatorial line of succession (preceded by the Lieutenant-Governor / President of the Senate).

Duties and responsibilities[edit | edit source]
The primary responsibility of the Department is to conduct, on behalf and in the name of the Governor, foreign relations with foreign States and intergovernmental relations with other States and with the United States; and to implement the foreign policy of the Governor of the day, as well as carrying out the State's responsibilities under the United States Common Foreign Policy. The Department is also responsible for overseeing all elections in the State; for maintaining the New Mexico State Library and the New Mexico State Archives; for licensing and regulating all notaries-public in the State; for serving as a registry of trademarks of any kind; for all State office buildings; and for serving as a central repository of all State documents, ranging from regulations proposed or promulgated by the Executive Department (including Executive Orders issued by the Governor, each of which must also be signed and witnessed by the Secretary of State to be valid), to all legislation proposed or passed by the Legislature or either House thereof; to all Opinions rendered by the New Mexico Integrated Judicial Department or any Court thereof; and to all Attorney-General Opinions issued by the New Mexico Department of the Attorney-General.
