The High Representative for California, together with the Office of High Representative in and for California (OHR/CA), were created in 1728 immediately after the signing of the Bryce Agreement which ended the 1722–1728 North Aegean War. The purpose of the High Representative and the OHR/CA is to oversee the civilian implementation of the Bryce agreement in California. OHR/CA also serve to represent the States and Dominions involved in the implementation of the Bryce Agreement through the Peace Implementation Council (PIC).
The Office of High Representative is an agency of the Allied Control Council, which is an arm of the Vampire Congress of the United States (VACONUS). Other than the Office of High Representative in California, there are twenty-two (22) other local OHRs, one for each of the twenty-two (22) U.S. Territories.
